The Tale of Melon City is a humorous narrative poem by Vikram Seth. It tells the story of a ridiculously fair and placid king and the chaotic events in his city.
The king ordered the construction of a grand arch over the main road to edify the public. When the arch was built, the king rode under it, but his crown hit the low arch and fell off. Feeling insulted, the king ordered the chief of builders to be hanged.
The builder blamed the workers, who in turn blamed the brick sizes. The masons were then blamed, who pointed fingers at the architect. The architect cleverly reminded the king that he himself had approved the altered plans. Confused, the king called for the wisest man in the kingdom. The old, blind wise man declared the arch itself as the culprit and said it should be hanged!
A minister then said it was shameful to hang an inanimate object. The restless crowd demanded a hanging. A noose was set up, but it was too high for everyone except the king. Ironically, the just king was hanged to satisfy the public.
With the king dead, the ministers needed a new ruler. Their custom was that the next person to pass the city gate would choose the king. An idiot who loved melons passed by. When asked who should be king, he said, "A Melon." The ministers happily crowned a melon and placed it on the throne. The people were content because their new "king" did not interfere in their lives at all.

A state with a "just and placid" king, as shown in the poem, seems to be one of absurdity and chaos masquerading as fairness. The king is so eager to appear just that he follows every argument to its illogical end, even if it leads to his own death. Real power seems to lie with the whims of the crowd and the ministers, not with the king. It is a satire on a weak monarchy where the ruler is a mere figurehead, and the system is so focused on procedure that it loses all common sense.

Peace and liberty can be maintained through a balanced and sensible system. The state must ensure law, order, and justice, protecting the rights of all citizens. At the same time, it should not interfere unnecessarily in people's lives (a principle known as laissez-faire). However, this does not mean having a passive or foolish ruler. It requires a strong, fair, and intelligent government that upholds the rule of law, allows personal freedoms, and makes decisions for the common good, not out of fear of an unruly mob.
